Targeted Initiative for Older Workers

The Targeted Initiative for Older Workers (TIOW) provides employment assistance services and employability improvement activities, such as skills upgrading and work experience, to assist unemployed workers aged 55 to 64 with their integration into new employment.

TIOW Overview

The TIOW is a provincially funded program targeting:

  • People aged 55 to 64 who are out of work, under-employed, and seeking assistance with their job search
  • This initiative is designed to provide individuals with resources and services to increase employability and improve participants skills to meet employment objectives
  • Ontario is piloting TIOW in communities that have been identified and approved by MTCU and Service Canada
  • "The Government of Ontario has made it a condition of participation in TIOW that each participant provide them with consent to the collection, and disclosure of his or her personal information for evaluation of the TIOW program"
    • You will be required to sign off your agreement to the above
  • Service assistance/intervention is individually tailored to assist job seekers in overcoming their barriers in meeting their employment objectives

Participant Eligibility

  • Out of work
  • Legally entitled to work in Canada
  • Between the ages of 55 and 64 (inclusive); workers over the age of 64, who meet other TIOW criteria, may be eligible to participate
  • Requires training in skills related to job search or employability

Participant Suitability

  • Applicants will be assessed to determine who will benefit from participation and whether some applicants may benefit from referral to other programming

  • Coaching
  • Resume writing
  • Job search techniques
  • Networking
  • Interview techniques

Employability Improvement

Employability Improvement Activities

  • Vocational and/or learning assessments
  • Basic skills upgrading
  • Specific skills training targeted to identified or anticipated labour market demands
  • Employer-based work experience
  • Placement to access available employment
  • Preparation for self-employment
  • Mentoring

Intake/Duration

  • Participants must commit to at least 25 hours per week, for a total of four weeks, of Employment Assistance and Employability Improvement activities
  • DRUHC will work with you to identify your individual needs and offer activities to address these needs
  • The total duration of TIOW activities and services can range from 8 weeks to a maximum of 43 weeks
  • The training component can be up to a maximum of 6 months
  • Participation in TIOW will exclude/disqualify you from Second Career for two years
DRUHC's goal is that each participant achieve their individual employment objective

  • Self-Confidence - increased confidence in your skill set and job search abilities
  • Self-Awareness - have a better understanding of personality traits and how they relate to career success
  • Career Building - understand how to apply career building to your own life
  • Changing Labour market - understand the labour market and how labour market changes affect employment success
  • Networking - learn how to build and maintain a personal and professional network
  • Employment - positive employment success
